The Communications Working Memory.

The Communications Working Memory, like the Nucleus Working Memory, is a WritableInfoString (with a limited maximum length) which a cell can use to compose arbitrary sequences of bits. A cell can then issue a cwm_send instruction to broadcast the contents of the Communications Working Memory into the environment (explained in Section 4.5.5). The Communications Working Memory does not directly affect the functioning of the cell in any other way.
